Does the man who killed q in One Tree Hill get caught?

Yes he does. It turns out to be Jack's brother (who is Sam's friend). Jack's brother kidnaps Sam and Brooke goes to find her, gets the police there and they find q's wallet and stuff so he gets arrested.

quentin's killer is the same guy who attacked brooke in her store. he's also the brother of sam's friend. so when brooke and sam get into a fight, sam leaves to go to her friend's house. his brother ties sam up and puts her in a closet, while sam's friend escapes to get help. he find's Julian. meanwhile, brooke realizes sam might be staying at her friends, and goes to the house to find her. quentin's killer almost fools brooke until shes walking out the door and he says something that reminds her of the night she was attacked. she rushes back into the house and finds sam. quentin's killer fights brooke until brooke reaches the gun she keeps in her purse. at the same time, Julian and sam's friend show up and convince brooke not shoot. instead, she hits him. the cops arrive and ask all sorts of questions. then, when everyone is about to leave, an officer shows his chief what he found in the house - quentin's wallet. they are then able to prove who the killer was.
