The easiest way i think you can get one is after catch dailga, garintina, or palkia is go to the news paper guy in solaceon town and go to the news paper man. Get the Pokemon that he asks for and BEFORE you talk to him, save the game. Then go talk to him. If he doesn't give you a master ball turn off the on. Keep doing it until you get a master ball. It might take about atleast 10 mminutes so be patience.
(P.S. the news paper guy's house is right across form the Pokemon center).
