Charles Maurice de Talleyrand, the French foreign minister, refused to see the US commissioners unless they paid a bribe. This incident became known as the XYZ Affair and strained relations between the United States and France.
Also called the "XYZ"-affair, it was a diplomatic crisis between the USA and France in 1797/98 caused by French foreign minister Talleyrand who only wanted to start talks on averting possible war between the two countries after recieving a substantial amount from the US in bribes and loans. 'XYZ' stood for the names of the three French diplomats that Talleyrand used as informal middlemen for the hoped-for transaction. The US delegation refused to cough up, which lead to a stalemate in negotiations. Only after Talleyrand had been called to task on the affair by the French Government, talks were succesfully resumed.

The French foreign minister at first refused to meet with the peace treaty delegation that US President John Adams had sent to Paris. The minister was Talleyrand and he first demanded a personal bribe if the Americans wanted to talk to him. He also made the absurd demand that the US pay $10 million to France for the speech given by President Adams that was insulting to France. Talleyrand sent three agents to meet the US delegation to see if they would pay. One of the members of the US peace delegation was war veteran, John Marshall. Marshall, in fact had been with George Washington when he crossed the Delaware River in 1776. Marshall was not to be toyed with and called the three Frenchmen Messrs. X Y and Z. He used these letters in his communications he sent back to Adams. Then the US delegation left for America.
