You can't find Misdreavus in Pokémon Platinum, so you'll have to trade or migrate it to your game (this depends on the other game you want to use). You can find Misdreavus in Pearl, but only at night. Misdreavus can be found in the Lost Tower and in Eterna Forest. In LeafGreen you can find it in the Lost Cave; in HeartGold/SoulSilver at night in the Cliff Cave, the Safari Zone and in Mountain Silver; in White in Abundant Shrine at all seasons and in OmegaRuby/AlphaSapphire on routes 114 and 115.
