If you get dogs as a slayer task, or if you just feel like killing dogs, there are multiple places. I usually kill them in McGrubbor's wood, west of seers village, but you can kill them in brimhaven dungeon. I wouldn't recommend the dungeon though because there are other monsters in there as well.

It really depends on what kind of dog it is, also how it's trained. You can train dogs to hunt, but they will not do it automatically.
