I asked this question myself, but found the answer by other means, so I might as well share it with everyone else in case they ever happen to stumble upon a question like this.
First of all, a Tesla Coil does generate radio waves and it can generate radio waves in the AM band, but not very well, so much so that, as far as information goes, one can't really transmit much more than Morse Code. Also, it is very hard to tune a Tesla Coil to its own resonant frequency, and tuning it to another frequency would cause it to loose a lot of power, or even to not work at all. Therefore, it might be a better idea to change the resonant frequency of the Tesla Coil, but this is impossible, as it is a single set value, so you'd have to either construct several Tesla Coils (each one with a different frequency), or an extremely complex device that even I have trouble conceiving, which could have a variable resonant frequency. Keep in mind though, that neither of these alternatives could transmit information, just an empty signal. For information, you'd need a device even more complex than the previous one, neither of which I know of to exist.
One would be far better off with a conventional AM transmitter. A really good one is the AM88 transmitter found in the "Build Your Own Low-Power Transmitters" book, from the AARL.
