You have to realize that the Civil War was over just 35 years before. Many who fought in the War were still alive and they still believed that blacks were inferior.
Males finally had the right to vote in 1870. Then there the same-but-equal rules which kept the blacks segregated, the whites-only restaurants, riding in the back of the bus rules and many other things like this. Most occurred in the South.
And it is still going on today.
