The US response to help out after the Sand Creek massacre was writing a new treaty that offered the Cheyenne and Arapaho Tribes other reservations. As with previous treaties federal officials did not enforce its provisions. None of the tribes ever received the land they were promised. When the US Civil War ended, it became clear that Native Tribes were in the way of US plans to settle the West. This would work out badly over the next 25 years for Native Americans.

The Cheyenne Indians, assuming they were under the protection of the U.S. Government, returned to Colorado's Sand creek reserve for the winter. Colonel John Chivington and his troup's killed over 115 habitants mostly women and children on the order of General Curtis. Came right out of a "The Americans" History book.
The Cheyenne were forced to venture out from the Sand Creek Reservation to raid nearby settlements because they were starving. They needs food and other supplies to survive and the land they were given was not large enough to support all of them.
