Answer #1 Well she was pretty dark at Dorothy for killing off the Wicked Witch of the East(accidentally or no). Presumably something horrible was in store for Dorothy in the castle, but the Wicked Witch of the West died before that could happen. Answer #2 The Wicked Witch of the West had enslaved the Winkies, who were residents of the Land of the West. The Witch thought that she could enslave anyone who had the misfortune of stepping foot on her land. Her one eye had telescopic vision, and from her castle saw what she considered were five trespassers: Dorothy and Toto, the Tin Woodman, the Scarecrow, and the Cowardly Lion. At first, she didn't consider any of them fit for work. So she wanted them torn to pieces. To that end, she sent out her helpers: wolves, crows, black bees, and enslaved Winkies. They all failed. The Tin Woodman beheaded the wolves, and killed the bees by breaking their stingers. The Scarecrow killed the crows by twisting their necks. And the Lion scared away the Winkies. So the Witch called on the winged monkeys, who always got the job done, as part of having to fulfill the three wishes of whomsoever was wearing the Golden Cap. By this time, the Witch decided that the Lion could be harnessed, and work for her. She wanted the other four killed. The monkeys broke the Tin Woodman on the rocks. They destrawed the Scarecrow, and put his hat, clothes, and boots high up in a tree. They tied up the Lion, and imprisoned him behind a tall iron fence on the Witch's property. The monkeys were going to tear Dorothy and Toto to pieces, but saw the mark from the kiss of the Good Witch of the East on Dorothy's forehead. They believed the power of good to be greater than that of evil. So they spared the lives of Dorothy and Toto. But they had to obey the Golden Cap wearing Witch. So they brought Dorothy and Toto to the Witch's doorstep. The Witch planned to work Dorothy, Toto, and the Cowardly Lion to death. But once she saw the Silver Slippers she planned to get them away from Dorothy, for their secret powers. She made Dorothy trip, and got one of the Slippers. She was going to get the other when Dorothy threw water on her. Dorothy had no idea that that would kill the Witch, who melted into brown sugar.

Well there are two aspects when answering that question.

The Wizard of Oz simply leaves us with the fact that she was always wicked.

The Broadway musical 'Wicked' however describes a detailed story of how The Wicked Witch of The West became wicked in the first place due to everyone judging her because of her unusual green skin colour and other such things. Elphaba (or the wicked witch of the west) was also mistakenly blamed for the mutilation of animals in Oz when she was infact trying to help save animals from being persecuted in Oz. Madame Morrible and the Wizard of Oz however did not want animals to have rights etc and so there was a split between Madame Morrible and the Wizard with Elphaba. Madame Morrible and the Wizard disfigured all the animals including the famous flying monkeys of Oz because they needed an enemy for the people of Oz that the Wizard could overpower to show to the Ozians that he was still strong and capable if you know what I mean. Elphaba subsequently freed the monkeys and other animals from captivity. Elphaba was however blamed for this mutilation of the monkeys by Madame Morrible during the musical's headline song 'Defying Gravity'. Elphaba's constant good deeds were continuing to be unrecognised and unaccepted and so towards the end of the musical, Elphaba sings 'No Good Deed' which talks about how (for her) no good deed goes unpunished and how she will never do a good deed again. Ultimately, it was the people of Oz who led her to become 'Wicked'. Essentially though, Wicked portrays her as never actually being Wicked. Just angry, upset and terrorised by everyone. The Wizard of Oz of course though sees her purely as Wicked. Hope I helped :)

The Wicked Witch of the East didn't turn the Scarecrow into a Scarecrow. According to the original 1900 book edition of 'The Wizard of Oz', the Scarecrow was made by a Munchkin farmer to scare away crows. He wasn't a good scarecrow. Therefore, he was relieved when Dorothy Gale helped him get down from his scarepole, and make his way to the Emerald City of Oz. There, he got another, more satisfying job as Supreme Ruler when the Wizard quit and went back to Omaha, Nebraska. According to the book 'Wicked' and the subsequent musical of the same name, the Munchkin Prince Fiyero was turned into the Scarecrow by the deliberate intervention of his love interest, Elphaba Thropp. Elphaba cast the spell to protect Fiyero from the torturous intentions of the Wizard of Oz's law enforcement officers.
