Bills must be passed by both the Senate and the House of Commons, before being presented to the Governor General for Royal Assent. Once a bill has been passed by both Houses and has received Royal Assent, it becomes law.

The process in both the Senate and the House of Commons is similar. In the case of both chambers, bills are introduced with first reading (i.e., they are introduced and distributed to members of the chamber). The broad principles of the proposed law are then debated with second reading. Bills are then referred to a committee, which then reports back to the chamber with suggestions. Once a bill has been approved at third reading (where technical issues with the bill are debated), it moves on to the other House for the same process.
