Gible can only be found in one spot in both Diamond/Pearl and Platinum, Turnback Cave.
On Route 206, under and near the end of Cycling Road, you'll find Turnback Cave. Once you enter, you'll need a Pokemon with strength (D/P) or not if you have platinum. Run around a while and catch gible, it will be around level 15-16.

You find Gligar in Pokemon Platinum at Route 206. You can't FIND IT IN PEARL.
If you have a copy of Pokemon Emerald you are able to catch Gligar in Pokemon Pearl. By having a copy of Pokemon Emerald in the GBA slot of the DS the Pokemon Gligar will start to appear in Routes 206, 207, 214, 215, 227 and at Stark Mountain.
Gligar is in the grass near cycling road if you insert Pokemon Emerald. In Platinum, the dongle feature is not nessecary.
The Razor Fang item is not available in Pokemon XD:Gale of Darkness. This is due to Pokemon XD:Gale of Darkness being released before Pokemon Diamond and Pearl. Gligar's evolved form didn't exist until Diamond and Pearl's release so it's impossible to evolve Gligar in Pokemon XD.

Unfortunately Gligar does not evolve in Pokemon Crystal, it only evolves in Pokemon Diamond, Pearl, Platinum, Black and White.
The way to evolve gligar is to train him/her. I can't remember which stone makes him/her evolv

The best way is to catch Gligar on Route 206 in Platinum then trade back to Pearl. Did that help? (Oh, and Gligar can be found on Route 206 in Pearl, but are rarer and recquire a certain method using the National Dex, not sure what...)
With Pokemon Emerald inserted, you can find Gligar in Route 206, 207, 214, 215, 227, and in Stark Mountain. It's easier to trade for it from Pokemon Platinum, for it doesn't require Pokemon Emerald to find Gligar in the wild.
