complete your pokedex by trade and then go to professor rowan.he will award you with a shiny Roselia.RUN to the Pokemon mansion and the ladies blocking the door will ask for a starly. once you give it to them they move and there will be a small cottage. go in and trade the shiny Roselia and she will give you a legend dilutor.go to the grass above twinleaf and spread the legend dilutor in the grass. walk left and right 50 times and a shiny raquaza level3 will come out.do not switch Pokemon. if you do you lose all your items.the rayquaza has 90hp and its ability is pressure.its moves are blast burn, fissure, twister andaqua tail.Good Luck
There are a lot of great effect monsters that are high levelled monsters. Here are some I can advise for you to use in your deck. If you are looking to go to official tournaments then I will not include any Forbidden or Illegal classed cards. 1. Dark Necrofear (For a fiend-type deck) 2. Ancient Gear Golem 3. Silent Magician LV8 (Need 'Silent Magician LV4' and I recommend having a 'Level Up' card) 4. Armed Dragon LV7 (Need Armed Dragons LV3 and LV5) 5. Ultimate Tyranno As you can see i have not included their effects but you can find their effects yourself. I hope you find it useful.
You can find it in Mt. Moon 1st floor and Mt. Moon B2 floor. They are ultra hard to find though bacause they have a 1.7% appearance ratio. If you find one, try not to kill it or run from it unless you are out of poke balls. There is a very low chance you will find two. You can also buy one with coins at the game corner in Celadon city for 750 coins. -Actually in mt. moon in B2 i found about 15 in 30 minutes, including 3 in a row.

There are no Lv3 XYZ monsters because XYZ monsters have a Rank and not a Level, and to all intents they are considered level-less. The Rank 3 XYZ monsters are; - Constellar Hades, - Chronomaly Crystal Chrononaut, - Black Ray Lancer, - Brotherhood of the Fire Fist - Lion Emperor, - Grenosaurus, - Giant Soldier of Steel.
