i had just talked to the man in the weather institute on the second floor and he told me where to find kyogre. i then flew to mossdeep city and surfed south from there. in route 127 a wild Pokemon appeared and it was latios. this could have been random or not. i had beaten the elite 4 already and (this probably doesnt matter but) i had rayquaza. this may or may not work for you guys

∙ 12y agoYou will need: repels and 20 to 40 Ultra Balls.
Step 1: Beat the Elite Four. (you can't catch them until you beat the Elite Four.)
Step 2: When your mom asks you what color the man said, if you say red, you can catch Latias. If you say blue, you can catch Latios.
Step 3: Go to the left of Lilycove City and use the repels.
Step 4: Run around in the grass for 20-30 seconds. If it doesn't, run into Lilycove City and back into the grass for 20-30 more seconds.
Step 5: Repeat step 4 until Latias/Latios appears.
(before you battle, you must have a Pokemon that has the special shadow tag or arena trap ability, or a Pokemon that knows mean look If you don't, then the first move you do, the Latias/Latios will flee.)
Step 6: If your first Pokemon doesn't have the shadow tag or the arena trap ability, your first move should be mean look.
Step 7: Try and get Latias/Latios into the red zone (false swipe is a very helpful move.). If you have a Pokemon who knows an attack that paralyzes, possibly freezes, or puts the foe to sleep, use them. Do not poison or confuse the foe, as it will/may faint.
Step 8: After that, just start throwing Ultra Balls at it. Chances are, you'll catch it. (I caught it with 3 Ultra Balls.)
