poketronic is a program you can use to edit Pokemon gba roms. there are more tools like this that do different things.
level editors are programs that edit games for you ones that don't use cds need roms to play (cant really explain what a ROM is) or if they do you put it in and mess with it i havnt tried any and i think roms are illegal anyway
use an emulator...there are a lot of them at emulator-zone.com - the BIOS and game ROMS you have to download elsewhere though, cuz theyre illegal
