You can't preevolve Pokemon so you if you want another evee breed flareon with ditto, or if the flareon is a female you could breed it with another Pokemon, as long as they are from the same egg group.

Go inside and make your way to the top of the building, climbing all the stairs. There should be a man in the top room, as well as a Pokéball on the table. Now you've obtained the Eevee, head over to the 4th Floor of the Department Store (still in Celadon City) and here you may purchase the evolutionary stones. A Fire Stone will evolve your Eevee into a Flareon, Water Stone will evolve it into a Vaporeon, and Thunderstone will evolve it into a Jolteon.
