Have an empty space in your party and go right from the Pokémon Centre of Celadon City, where you should find a little path trailing upwards. Follow the path around the back until you reach the back of a building with a little brown patch on the floor by it, indicating an entrance to it. Go inside and make your way to the top of the building, climbing all the stairs. There should be a man in the top room, as well as a Pokéball on the table. There is an Eevee inside that Pokéball, so take it.
Now you've obtained the Eevee, head over to the 4th Floor of the Department Store (still in Celadon City) and here you may purchase the evolutionary stones. A Fire Stone will evolve your Eevee into a Flareon, Water Stone will evolve it into a Vaporeon, and Thunderstone will evolve it into a Jolteon.
