well,this is the best answer

if you get to hearthome city, you will go to veilstone city

to get to veilstone city,you gotta go to solaceon town

then go up to the house then go talk to the people there

some of the trainers would like to battle

then go outside and go to veilstone city

then to get happiness, go to the house near the gym

then battle maylene she is using fighting type Pokemon

so, use flying type moves then go to route 214 it is at the down of the galactic grunt

the go to pastoria city

the gym leader uses water type pokemons

so you can use water and electric types

then go back to hearthome city then battle fantina

she uses ghost type Pokemon so, if you use a dark type(I am not sure)moves you will beat her your first time

You have to go to Veilstone, get the third gym badge. Then continue south to Pastora. After completing fourth gym, continue to loop around and when you arrive back in Hearthome, you will be able to battle her.
