You can't, you have to either see it in the wild or capture it. Fortunately, if Suicune runs away from you when you see it in the wild, it will appear again later for you to capture, so you don't have to constantly be prepared to catch it. However, if it faints on you it's gone for good, so be careful.
As far as I know Suicune only appears in Gold, Silver, and Crystal versions, and it can't be traded to any others. In Gold and Silver you scare it away along with the rest of the mystical dogs when you find it in the burnt building in Ecruteak, but I believe in Crystal it stays and battles you, so you'll need to be ready to catch it then.
However, I expect it will be available in the new Heart Gold and Soul Silver games, and those will probably be trade-compatible with Diamond, Pearl, and Platinum versions, so you could trade it over.
