You can't get it via normal gameplay. Once you finish the game (defeat your look-alike), the trading center in the PC Basement will be open. You have to trade it to your game from Ruby, Sapphire, Emerald, Fire Red*, or Leaf Green*. *Only if you traded Sceptile to these games.

sorry it's so long it's worth it though it's tested and works now here's how it work's first you go to your caculator on your watch second you select the Pokemon's number from the NATIONAL POKEDEX then enter it into the caculator third you press L and enter the level you want it to be at then press C then press R then press C again then walk into a patch of grass and VOILLA you got yourself any Pokemon you want at any level
