You can probably find an access point if you point your DS out the window(probably someone will have a wireless link) or if if you have a wireless internet connection you can use Nintendo WFC. Then you can trade with other people in other countries. You can probably find a Ho-oh up for a trade usually for a nearly impossible Pokemon. DO NOT GET AT POKEMON AT LV. 1!!! They are cheated in and will mess up your game.

BE CAREFUL WHAT ACCESS POINT YOU USE...(Some contain viruses that will mess up your DS...)

I am very sure you can get him by getting a gastly and evolving it at level 25.Gastlys can be found in the large tower on the route 209. In that building a lot of ghost Pokemon can be found in.

To evolve Haunter into a Gengar, trade Haunter with another real live player with a Wireless Adpater for each player or using a Link Cable.

They can be caught in Solaceon Town's South Tower (Forgot name lol) OR places at night.
