It's a mystery gift or special event. After you get the membership, you can go into the locked house in canalave city then you can go to full moon island and battle darkrai. I don't know what level he is but I think it's like 50 or something.

because the event was before I got the game.
p.s Do any of you know if you can get action replay from toys r us?
