How do you get shiny Pokemon whenever you want?
For ashiny, most of the time this works. you will need: Tons of repels, Tons of leppa berries or elixir/ethers, pokeradar, and a Pokemon that knows false swipe. (last one is optional) Now, use the poke radar until you find the Pokemon you want to be shiny. When you find it, CATCH IT OR KNOCK IT OUT. Do NOT run away! now when you knock it out, use a repel. go to the farthest grass from the spot your in.if its the same as last time, knock it out. Repeat this until you find a shiny. Warning: if you run away, find a different Pokemon then you did before, or if when you knock out the wild Pokemon the game says: the grassy patch remains silent,start all over.

What do do after you beat the 8 gym leader in Pokemon Emerald?
Well in Pokemon emerald I would usually fly to sootopolis and surf down to the bottom. you may need to use your poke navigator. there should be a path to ever grand city. then you use waterfall and there will be a Poke center and a cave. heal your pokemon. go in the cave, you will fight wally. the guy that you helped catch the ralts in the beginning of the game . beat him and keep going through the cave. keep in mind there are tons of trainers. once you make it through the cave, you will fight the elite four but before that in that building there is a poke mart and a poke center. buy a lot of revives and potions. they will make it easier. hope this helps.
