External static is caused by other emissions on the frequency you are tuned to, or by other electromagnetic disruptions like storms or the presence of magents, large dynamos, Transformers and other such equipment. This causes changes in the electromagnetic waves and alters the information being sent, resulting in either a partial or complete disruption of the message at varying times. The only way to fix it is stop the other emissions on that frequency or canceling them out, or eleiminating the disturbance; both are difficult to the point of practical impossibility in anything but the best equipment.

Internal static can be caused by crossed wires, a short circuit, a snapped piece of plastic.. many things. This would require technical advice to detect and fix the exact problem, whcih can't be done online.
