There might be some kind of paneling or retaining ring on the outside of it that needs to be removed first. I'd remove the battery before playing with it, because a lot of cars keep the cigarette lighter hot at all times. (current flowing) But once you can get to the lighter holder, the inside actually screws out from the inside part. And this can be a pain, cause while your chopping your fingers up on the sheetmetal the wires in the back of it usually twist around and give a bit of resistance. Once they are seperated, the electrical connections on the back can be removed. I've removed/replaced at least 10 of em. Crude diagram:

The Hazard flasher is the left one. You can find a replacement part at Autozone, and DON'T get the $184 Flasher switch, all you need is the signal flasher. It's shaped like a cylinder with TWO prongs on it.
