The right way to manage is to understand that large catastrophes have repercussions that need to be addressed through continuing relief, rehabilitation, and development. Non-governmental organizations that do humanitarian work on the ground abroad, often receive funding through grant money obtained by the federal government. This money is what makes it possible for humanitarian efforts to exist.
