Polonius may actually care about his daughter, Ophelia but it's not very evident in his actions. He clearly is more concerned with his own personal reputation than his 2 children, Laertes and Ophelia.
It is assumed that after the to be or not to be speech that he throws her around a bit. He also calls her a whore and many other insults at that time. He also plays with her mind to convince everyone that he is insane. He kills Polonius which leads to her suicide as well.
They get Ophelia to encounter Hamlet in a hallway so they can spy on them to see whether Hamlet really is mad for love of Ophelia. After Hamlet attacks Ophelia (after figuring out that she was a party to this skullduggery) Claudius gives voice to one of the world's great understatements: "Love? His affections do not that way tend." Ya think?

In the Old Testament (Judges 11 ), Jephthah vows to sacrifice to the Lord the first living thing that comes out of his house if the Lord will give him the victory of the Ammonites. Unfortunately, the first living thing to come out was his own daughter. Thus he was under oath to offer his daughter as a burnt offering. In the same way, Hamlet is insinuating that Polonius is will to sacrifice his own daughter for personal gain.
