She was not voted in by the people as PM. She did win the Conservative nomination when Brian Mulroney resigned as PM. Her predecessor was not well liked and left most of Canada wanting a change. The remaining conservative vote was split during the next federal election, effectively destroying the Progressive Conservative Party.
