No. Officially there is no famous "Licence to Kill" with MI6. They are trained in self defence, and in how to fire weapons. But neither skill has apparently been used for many decades. Its is the SAS who the UK would use to kill people if they had too, SIS (MI6) is an Intellegence service, not a hit squad.
