No. Officially there is no famous "Licence to Kill" with MI6. They are trained in self defence, and in how to fire weapons. But neither skill has apparently been used for many decades. Its is the SAS who the UK would use to kill people if they had too, SIS (MI6) is an Intellegence service, not a hit squad.

To carry the weapon on an airplane, they must file the proper paperwork and will typically introduce themself to the capt. Agents are usually not allowed to carry their weapons overseas.

However, 006 is captured and seemingly executed and 007 is forced to escape in a single-engine plane. The movie then cuts to the opening credits.
