Surprisingly... of all the cartoon characters I can guess age on, I found it really difficult to guess his age. At some points, he acts like an 8 year old, at another, he seems like in his late teens for someone who's taking driving lessons, and in some points, he seems very skilled with his job and raising a pet, like a young man in his early 20's. And in the movie when they revealed his "370 employee of the month in a row" awards, it means he's been working for the Krusty Krab for over 30 years. And yeah, I agree with you, you aren't the only guy to question his age before.
However, when his character was released, Spongebob was intended to be 12 years old. Then it reminded me of when I was 12 (laughing too loud, causing chaos in my class, pulling stupid stunts with friends, having wayyy too much fun sometimes, talking like I was so smart). And if you notice, 12 is the common internet troll for criticizing these sorts of behaviors. And I guess the most agreeable age you can come across is 12.
It may not fit for his job and the whole boating school thing... but it pretty much explains everything, his actions, personality, and all that. lol
