The Wizard of Oz is a native of Nebraska, where he had a career as a ventriloquist and then as a hot air balloonist. He always aspired to magic, but was a humbug. He excuses his misrepresentations, and his imaginative solutions, by describing himself as honest. For he says that he can't help the way he is since people persist in asking him to do things that simply aren't doable. One day, in his youth, his balloon strays off course and lands in Oz. There, he becomes the Supreme Ruler over the Green Country of Oz. He's the resident builder of the Emerald Palace and of its location, the Emerald City. He becomes the problem-solver for his people, and for visitors. But his methods are questionable. For example, he supposedly gives the Tin Woodman a heart, the Scarecrow a brain, and the Cowardly Lion courage. Each one already has what they ask for. But the Wizard gives out a "bran-new" brain of bran, needles, and pins; a silk heart stuffed with sawdust; and the contents of a square green bottle. The only petitioner whose request is granted in a practical way, without recourse to the imagination, is Dorothy. For her, the Wizard comes up with the solution of a hot air balloon ride out of Oz, and back home. Unfortunately, Dorothy's pet dog Toto jumps out of the balloon basket, Dorothy follows, and the balloon takes off with just one of the three intended passengers.

He also describes his purpose in writing is to update the fairy tale. For previously, fairy tales included morals. But the moral lessons often became clear at the cost of great suffering, by way of the fear factor, and through "bloodcurdling" horrors. Baum felt that if morals needed to be taught, they could just as easily do so in a way that cherished the "wonderment and joy" of childhood. So his expressed purpose was the entertainment of children.
