Yes they can, however the jockey will have to account for this and likely keep the horse more to the outside of the track, or at least one other horse in-between his horse and the rail.
Because every horse is different. It helps the horse build up lots of muscle in training to perform better on the track. That's why when some people exersize race horses they will use someone heavier than their jockey, then the horse builds up muscle from the heavy person and the jockey is light on their back.
