According to its Wikipedia page, James Cameron, who also directed the film, felt inspired by underwater footage he'd seen of the wreck of RMS Titanic. He crafted a 'script-ment' -- a combination screenplay and treatment -- and took it to 20th Century Fox executives to secure funding.
His pitch was 'Romeo and Juliet on the Titanic', and he was successful. Cameron is given the only writing credit. The film earned 11 Academy Awards.
