The term engineering means "to design something to resolve a problem" (no matter the type of problem). Electronics and Telecommunication engineering could very well mean "the design of components to further the advancement of technology" while electronics and communication would mean "the study of current technology and how to use it" Electronics communication is the art of transferring DATA from one device to another such as computer networks operating on a hub in some office. Telecommunication is the art of using telephones lines or other media to transfer DATA. Both require different design criteria even thought very similar in nature. Engineering is a word to describe the process of designing one art or the other.
I think it depends on the type of electronics and how often. Some evidence is starting to show that young children's brain waves change with the use of electronics and computers. I wouldn't give a young child a cell phone, MP3 ( due to hearing damage from the ear buds in a young ear), or allow computer use over 30 minutes a day. I know some parents give young children cell phones to play games on while they are out with them, but I wouldn't advise this. A parent needs to communicate and talk with their child, to point out things in the world, and to play with them. These things were not made to be a babysitter for the parent. Until more information and research is done concerning electronics/computers I would be careful in use by children.
It depends. First you need contact the Ontario Apprenticeship Board, if they accept your qualifications you will then likely need to write an exam before becoming qualified in Ontario. Canada is a Confederation of Nations and that becomes very obvious when trying to get some certifications and qualifications accepted in other provinces. So it is really good to ask before starting work elsewhere.

Private practice starting salaries vary GREATLY by city and size of the firm. Cities such as New York and Washington tend to pay top dollar. Large firms in these markets are starting first year associates out at $160,000/year. Large firms in secondary markets such as Cleveland, Denver, and Minneapolis are starting their associates out at around $120,000. As a general rule, the smaller the firm in the smaller the city, the less your starting salary will be. For example firms in my hometown of 200,000 are starting their first year associates at around $70-$75,000. I have even heard of some firms paying as low as $35,000 to their first year associates.
