Obviously teens don't like curfew. But i think ( I'm a teen) that 930 to 1030 is a reasonable curfew for parents and teens...

But there are certain exceptions to this rule. You can be arrested if an officer believes you are about to do something illegal. It may be that the officer knew you were not going to be able to get home in the time you had left before curfew. He may have been saving himself from waiting the minutes until curfew started. This may be appropriate if he had more important things waiting for him. I guess this was not the case though as arresting you caused him to take up his time dealing with you. I am not sure if he just took you home and de-arrested you with a warning, or if he took you to the police station and had your parents come and collect you.

Curfew is not covered by the US constitution. The Bill of Rights will not prevent a legally created curfew from being enforced. Yes, curfews can be enforced.
If the lad has his parents/guardians permission and he is not violating any curfew laws/regulations of either state, there should be no problem.
