Bardock was a villain. He killed the inhabitants of many planets as a low level lackey of Freiza but he did have a change of heart right before he died but it wasn't enough to have changed anything. Bardock was only in the movie "Bardock - The Father of Goku" not the show, and the movies are non-canon "not exactly tied into the shows" and plus H.F.I.L "Hell" is most likely huge so he could've been anywhere.

Well,Bardock to me isn't in Hell but in Heaven because of what he did to try to destroy frieza in battle. Plus he care a lot for his friends and family (goku,radituz). I wouldn't be sure. Vegeta had a family he cared about and helped protect the earth many times and tried to fight against freiza as well "although that one wasn't a pure reason" which is much more than Bardock did and he still went to Hell. You can see this in Fusion Reborn. Bardock did destroy the inhabitants of many planets just like Vegeta did.
