In NCIS why would Gibbs have a child-sized NIS shirt if he joined after Shannon and Kelly died?

Perhaps because he was in the navy, he managed to get one. Or may have joined the day that Kelly and Shannon died.
Gibbs may have joined in 1991, before the name change for NIS to NCIS. Perhaps it was an errior and the scrip writers failed to consider this concept.But in a episode Gibbs is reunited will his daughter Kelly's Bff so it could be a gift for her to show he would always protect her
