I checked every single available in Pokemon diamond/pearl and platinum and didn't find any TM peck!
But if you are teaching it to a flying Pokemon and was gonna teach peck I recommend you don't I think you should teach it aerial ace(TM) which can be found and route 213!
and plus you wont get annoyed from the attack missing! cuz its unavoidable! but some moves like dragon force when the Pokemon disappears it will miss!
BUT THIS IS A MOVE BETTER MOVE THAN PECK AND MORE EFFECTIVE!
