In opening credits why are most actors listed as starring and some listed as with?

It depends on their role in the show and how big of a star they are.
They may be contracted to be listed as the main star instead of 'featuring', or 'also starring'.
For instance, Heather Locklear was credited as 'special guest star' despite being one of the main cast. She put it in her contract to be credited as such so she could do other projects outside of the show.
