The crime does begin in Fargo. Fargo is where the conspiracy is hatched, and the two kidnappers are from Fargo. The first three murders occur in or near Brainerd, Minnesota. The kidnapping occurs in Minneapolis, Minnesota. The kidnap victim's father is murdered in Minneapolis. The kidnap victim and one of the kidnappers is killed in a cabin at a lake near Brainerd. The movie end's with the man who hatched the conspiracy being arrested in a motel in Bismark, North Dakota. Based purely on speculation, the writers, Joel and Ethan Coen, probably felt if they wanted to use a location for or in the title, Fargo would be the best choice as it roles off the tongue better than Minneapolis or Brainerd or Minnesota.
