Please don't think me a 'movie snob', but the bird attacks are really not the point of the movie.

Overall, the movie is about human relationships and how fragile they can be. If you replace the bird attacks with anything else (tornado, flood, plague, dancing bears, etc), its' really about the people.

There are a lot of stories within the movie: Melanie and her absent mother and distant father, Mitch, indecisive in his relationships; Mrs. Brenner, afraid to let any woman get close to her son; Kathy, looking for a big sister (and younger role model) than her mother. Annie (the school teacher) and her unrequited love for Mitch.

Update:

Though it may be obvious that the film was about human relationships, the birds were used as a plot device. The only explanation given in the film was by a drunk who explained that it was a sign of the biblical apocalypse.

Due to the fact that the film was not Science Fiction, the cause of the behavior of the birds was not elaborated. However, it was implied to be a sign of the end of times (supernatural).
