Define "dumb". If you are meaning to ask if Fiyero is "dumb" in the book, then the answer is no. He is actually quite smart but would rather be a party going lover boy than to try and live up to his Princely status and smarts. Also, in the musical, Fiyero arrives in Shiz, and seems immediately dumb. In fact, he is just rather disinterested, although he is actually rather smart.
In the book, no, Fiyero is not a Scarecrow. Not trying to give much away here, but Elphaba thinks he is for a while, but when he takes himself apart to reveal only straw, it becomes clear that he is not Fiyero.
The play takes certain liberties with the source material. The book 'Wicked: The Life and Times of the Wicked Witch of the West' is more closely paired with the movie 'The Wizard of Oz' than the musical is. In the musical 'Wicked' Fiyero becomes the Scarecrow when Elphaba cast a spell for him to never die. In the book, Fiyero does not become the Scarecrow. I the movie, the Scarecrow has no connection to the witch prior to his travels with Dorothy.
Answer #1 Fiyero becomes the Scarecrow due to Elphaba's protective spell. Answer #2 Fiyero is the Munchkin Prince who falls in love with Elphaba Thropp, the Wicked Witch of the West. Elphaba is passionate about animal rights and welfare in the land of Oz. That gets her in trouble with the Wizard of Oz. Fiyero becomes Elphaba's defender in this and other matters. The Wizard's guards manage to ambush Fiyero. Elphaba turns Fiyero into the Scarecrow before the guards can torture him to death.
Okay... So lets start from act 2. Fiyero is now a gaurd for Oz and has just helped Elphaba escape, to protect her because he loves her and not glinda. The other gaurds that were trying to kill her take Fiyero to a field and "demand to tell them where the witch went". Knowing that Fiyero will die Elphaba casts a spell in "no good deed" hoping to save him. She thinks that the spell did not work, but at the end of the musical, we see Fiyero survived and has become the scarecrow.

The Scarecrow has a heart... he is lacking a brain, The Tin-Man is the one who is without a heart. He's wicked ex/dead girlfriend/ slave driver Nessarose, (the Wicked Witch of the East) shrunk it with the Grimmerie when he told her he didn't love her, but rather G(a)linda.
The cast of The Wicked Witch Project - 1999 includes: Kevin Darbro as The Tin Woodman Jim Krist as Interviewee Brian Ludviksen as The Scarecrow Casey Porn as Dorothy
The story of Glinda the Good Witch and the Wicked Witch of the East is told in the book 'Wicked: The Life and Times of the Wicked Witch of the West'. The book was published in 1995. The stage script was published in 2003.
THis is a sort of behind the scenes look at hte life and times of Elphaba (the wicked witch of the east) who is misunderstood, Galinda (who isn't as nice as she seems, Nessarosse (the devil of a sister to elphaba, aslo known as the wicked witch of the east), and Fiyero ( tha handsome, funny, perfect , mate for braniac Elphaba. Also known as, the scarecrow), Madame Morrible (HTe murderer of Nessarose), and the wizard (the scheming awful man also known as Elphaba's father) This musical is sort of a field guide to the Wizard of Oz, as it reveals some of the darjness and secrets about the past. It shows the who they are and why they are that way of the characters in oz. You should check it out!
