The US, UK, USSR and RoC were all the new most powerful states, and victors of WWII.

France was in exile most of the war, but the Free French Forces were instrumental in the victory of WWII, and France had been a permanent member of the Council of the League of Nations and was a colonial empire, and was thus considered for a seat.

India was part of the British Empire.
