Second biggest is Steelix. Kyogre is the tenth largest Pokemon of all.

∙ 12y agoit is if it has Ice Beam or other ice type attack. if not, it's as strong as Rayquaza or weaker. but if Rayquaza has an electric or grass attack it's stronger than Kyogre (especially if it has Thunder (when fighting against Kyogre, the result would be a "dead fish" lol)).

P.S. If you have one of the games( heartgold, or soulsilver, I have both ;) ) You can check the scale to see who is larger. If you don't have them,(I feel bad for you!) than I HIGHLY recomend them. Peace OUT!
