personally id say no. i picture mew and celebi are a duplicated idea, but whislt 'legendary' each Pokemon consists of a strength and weakness. even the legendary Pokemon are usually based upon an element (example: Zapdos ~ lightning / groudon ~ fire, and each element works in contrast to magnify or nullify an attack)

∙ 10y agoIt depends on how you are measuring. By base stats, Arceus could be rated the most powerful, with a total base stat of 720. This is higher than the total base stat of Mewtwo, which is 680. Lugia, Ho-oh, Rayquaza, Dialga, palkia, and Giratina also have a total base stat of 680, and several other pokemon are not far behind at 670. Deoxys has the highest maximum attack stat. Shuckle has the highest max defense. And then, you could also argue that Ditto is the most powerful because he can be anything.
Mewtwo is the most powerful to some people because he is built for fighting, and flexible, and they enjoy using him in the game... but it is definitely valid to argue for other pokemon. And part of what makes the game fun is that you have a lot of choices for what pokemon you want to use, and how you want to build your party.
