personally id say no. i picture mew and celebi are a duplicated idea, but whislt 'legendary' each Pokemon consists of a strength and weakness. even the legendary Pokemon are usually based upon an element (example: Zapdos ~ lightning / groudon ~ fire, and each element works in contrast to magnify or nullify an attack)
