In my oppinion they are "soul mates" they have an extreme bond. One that usually doesnt happen. He is totally fixated on him and Sasuke even tried to break that bond but left in the OVA. Soul mates dont have to be romantic they can be friends or even your brother or sister. It just usually goes to romantic since the emotions run sky high. Naruto keeps getting beat down by Sasuke and keeps wanting him. Its like love in a way... they have this love-hate-friend-enemy kind of relationship... very complicated to explain.
