Not entirely. It is really more of a drama, because it is only on once a week and most Soap Operas tend to be on 3-5 times a week, also soap operas have omnibuses (a replay of all the weeks' episodes in one) on the weekend, Waterloo Road doesn't do this, also Waterloo Road has series and episodes and it is also available to buy on DVD, but to the likes of Coronation Street, it doesn't sell any of it's episodes in series (unless it is a very special episode eg. The Tram Crash).
