Cashmere is produced from very fine layer of hairs grown by cashmere goats to withstand severe winter conditions. So I would say yes cashmere goats require cold winter. That is also the reason why cashmere goats are mostly found in high altitude areas like Kashmir (India), Nepal, Tibet, High altitude areas of china, Scotland etc.
