well as far i read it he's bad...he wanted Sai to join with orchimoro to gain his trust and eventually destroy the leaf village so yeah he's bad. The reason why...is because he doesn't like the teaching of the third and the fifth follow his footsteps and plus Danzo wanted to be a hogake. (spelling?) and if Danzo destroys the leaf he will make the leaf village the way he envisioned it. so yeah he's pretty bad but not as evil as orchimoro.
