In order for the state to grant a license they will likely have to receive marriage counseling and have a approval form filled out by the person giving the counseling stating they are mature enough for the wedding. Also, her parents or legal guardian would have to sign off on her getting married. Most likely they aren't going to let him spend the time in basic to do it, but there might be a way to do the counseling, if required on Sunday during the normal time alloted for worship. Once that happens and if the marriage proceeds, he would enroll her in DEERS and get her a DOD ID Card. The whole process can happen pretty quick. A chaplain can do the counseling so that part is free. Either way no emanicipation without the consent of the parents and proof she can provide for herself, IE the wedding. So this probably won't be able to happen until after he gets out of basic and moves on to AIT.
